Tonny Lumu
Chief Executive Officer
Tonny Lumu is a native of Uganda. He completed his Bachelor’s degree at Grace Evangelical Theological Seminary in Nairobi, Kenya. He has also received educational training at Team Work Bible College International in Martinsville, Virginia.
Prior to founding COV, Tonny spent a lot of time working with Africa Resource Ministries as a Project Coordinator and a country representative. Tonny continued building upon his experience by serving as an Administrator with Kampala Baptist Church in Uganda. From there, Tonny became an Administrator for God Helps Uganda. God Helps Uganda is a not-for-profit organization serving orphans, homeless youth, and those suffering from HIV/AIDS.
In 2003, in an effort to provide assistance to women and children, Tonny began Adonai Ministries. Adonai Ministries is a community based organization that focuses on economic development and human empowerment in Uganda. During this time, Tonny traveled to various countries doing humanitarian work. Tonny has also served with Camp Trinity in the Episcopal Dioceses of North Carolina and The Boys and Girls Club of America.
In 2005, Tonny moved to the U.S. and began working with churches on Chicago’s south side. He provided programs for economically disadvantaged families, at-risk-youth, mentoring and counseling programs to decrease violence in the Southside communities. Tonny has also worked with Garden of Prayer youth center, and Indian Oaks Academy (NEXUS ) treatment program DCFS Agencies. While working with Chicago’s Southside Churches, Tonny noticed a disturbing trend. Sustaining volunteers was very difficult. It was during this time that Tonny decided to start Community Outreach Volunteers (COV). COV provides training, screening, and back ground checks for volunteers. These volunteers specifically serve Chicago’s Southside Communities.
Community Outreach Volunteers was founded in 2006. Currently, COV is working with several of Chicago’s Park Districts providing volunteers and other services. COV works in partnership with a number of other organizations including schools on the Southside of Chicago.
Lucindy Lumu, B.S., M.S.Ed
Director in charge of Educational Programs with Community Outreach Volunteers. She holds a Bachelors degree in Community Health Education and a Masters Degree in Workforce Education and Development. She has worked with CEDA, Focus Brands, Aunt Martha’s and Vitas Hospice the Human Resource department. Over time, Lucindy has gained more experience in community health education and work force and training.
Dr. Robert A. Shaw M.D.
Director in charge of Health and Wellness Programs for Community Outreach Volunteers. He is a graduate of Duke University School of Medicine and he is a Pulmonary and Critical Care Physician. He has worked with underprivileged people in Africa and Central America through medical missions. Dr. Shaw currently serves as an Associate Professor at Eastern Carolina School of Medicine.
Collin Mullings
Collin is the Director in charge of Marketing. He has worked as a manager with A. J. Wright / T.J. MAXX and Tommy Clothing Stores. As a manager, Collin has built meaningful relationships with people seeking jobs and community leaders on the south side of Chicago and throughout the Chicago Metropolitan area.

Toyce Mizelle
Board member with Community Outreach Volunteers NFP in charge of the Technology Center, and Vice President at JPMorgan focusing on Product Management. He is a graduate of Loyola University, with a Master’s degree in Information Systems & Operations Management, Bachelor’s degree in Business Administration, and Master’s degree candidate in Public Policy at DePaul University. His public policy focus is on education reform.
Tory Acosta
Tory is the Assistant Manager at MB Financial Bank and is the Banking Center Manager for the Damen Branch in Chicago’s New City neighborhood. He works closely with the Englewood small business and residential community and local leaders. He is the Director in charge of program Finances.
Mr. Marvis Colbert
Program Coordinator: Marvis previously worked with DCFS Agency as a Counselor: Indian Oaks Academy (NEXUS) treatment Program.
